Motorcycle Top Box in the Philippines: LTO Rules, Sizes and Practical to Premium Picks

Three motorcycle top boxes side by side: a Kappa K-Box, a GIVI Riviera and a GIVI Trekker Outback Evo aluminium case

MOTORCYCLE ACCESSORIES / THE TOP BOX ISSUE

When I started researching the motorcycle top box for this guide, I expected a simple list of sizes and prices. What I found instead was a mix of practical questions and one big worry that keeps coming up in searches: will the LTO apprehend me because of my top box? The short answer is that a ready-made top box designed for motorcycles generally does not need LTO registration in the Philippines. Custom-made boxes do.

After that, the questions get more practical. How many liters do you really need? Will your helmet fit inside? What is the difference between Monolock and Monokey? And why does one top box cost a few hundred pesos while another costs more than ₱20,000? I wanted to understand all of that before comparing any brands.

A top box is one of those accessories that looks simple from the outside, but the rules, the mounting system and the load limit matter as much as the box itself.

01 / THE RULES

Do you need to register a motorcycle top box with the LTO?

In most cases, no. According to the LTO guidelines reported by Top Gear Philippines, a top box does not need registration when it is specifically designed for two-wheelers, approved by the DTI, securely attached and holds no more than two full-face helmets. Mass-produced boxes from established manufacturers fall under this.

Custom-made top boxes are different. These include the large boxes some delivery riders build or order. They need to be registered with the LTO, and the reported guidelines set limits for them:

  • No bigger than 2 feet by 2 feet by 2 feet.
  • Securely attached to the motorcycle.
  • Not blocking the rider’s view through the side mirrors.
  • For custom saddle bags: not mounted higher than the seat, not more than 14 inches beyond the sides of the motorcycle, and not extending past its tail end.

The penalty for an unregistered or non-compliant custom box is ₱5,000, based on the LTO’s March 15, 2016 memorandum and the Joint Administrative Order cited in the same report. One piece of good news came in January 2026: the LTO removed the ₱100 registration fee for top boxes and saddle bags. Registration itself still applies to custom boxes, but it no longer costs anything.

If you ride with a custom box, especially for deliveries, it is worth checking with your nearest LTO office for the current process before you get stopped on the road.

Does a top box need DTI approval or an ICC sticker?

This was the part that confused me the most, and judging by how often people search “top box approved by DTI,” I’m not alone. The LTO exemption mentions boxes “approved by the DTI.” But in 2021, the DTI said that motorcycle top boxes and saddle bags are not covered by its mandatory product certification, which means no ICC or PS mark is required to sell them (MotoPinas).

So a top box without an ICC sticker is not automatically illegal. What matters more in practice is that it is a ready-made box designed for motorcycles, properly mounted, and not oversized. If a seller claims a box is “DTI approved,” it is fair to ask what exactly that approval refers to.

02 / SIZE AND MOUNTING

What size top box do you need?

Top boxes are measured in liters, and the number on the box tells you more than the outside shape does. Here is a simple way to read the sizes, based on what the manufacturers and the local retailer listings say:

SizeWhat the listings say it holds
25 to 30 litersSmall everyday items: a rain jacket, documents, a small bag. Many in this range are not described as fitting a helmet.
32 to 39 litersUsually one helmet. The Kappa K-Box 37L and GIVI Ultimo 37L are described as fitting one modular helmet; the Matterhorn 39L, one full-face helmet plus small items.
45 to 49 litersOften two helmets. GIVI describes the V45 Arena and the V49 Air as fitting two full-face helmets, and the Riviera 46L as fitting two standard helmets.
Helmet fit depends on the helmet’s brand, size and shape. Check with the seller before buying.

Since the helmet is usually the main thing riders want to store, it helps to know its type first. A modular or full-face helmet takes more space than an open-face one. My guide to motorcycle helmets in the Philippines explains the helmet types and what changes from practical to premium models.

Something I noticed while comparing the listings is how low the maximum loads are. The boxes I looked at are rated somewhere between 3 kg and 10 kg. That is not a lot, and the rear rack of your motorcycle has its own limit too. A bigger box does not mean you can carry more weight safely.

Monolock vs Monokey: what is the difference?

These are the two mounting systems used by GIVI and Kappa, and you will see them in almost every product name.

  • Monolock boxes come with a universal plate that is screwed onto your motorcycle’s rear rack. They are lighter and more affordable, which makes them common on scooters and small motorcycles. The load ratings on the Monolock boxes in this guide range from 3 kg to 7 kg.
  • Monokey boxes are made for bigger loads and attach to a Monokey plate or rack, usually one made for a specific motorcycle model. The V45 Arena, for example, is rated for up to 10 kg.

One detail that is easy to miss: several listings note that the W-bracket or the motorcycle-specific fitting kit is sold separately. When you compare prices, add the cost of the plate, bracket or rack your bike needs.

Will a top box fit my Honda Click, NMAX or Aerox?

Most popular scooters can carry a top box, but the answer depends on the rack. Some models come with a rear rack that can take a universal Monolock plate. Others need a separate rack or a model-specific bracket. Before buying, I would tell the seller the exact model and year of the motorcycle and ask which plate, bracket or rack it needs, and how much weight that rack is rated for.

03 / PRACTICAL PICKS

Practical top boxes: most riders spend under ₱2,000

When I browsed what riders are actually buying on Lazada, the best-selling top boxes were not the big-name brands. Most were plastic (ABS or polypropylene) boxes between 35 and 50 liters, many with a base plate included, selling for roughly ₱600 to ₱1,800 after discounts. Some listings had thousands of buyers.

What you’ll findTypical sizePrice seen on Lazada
Unbranded ABS boxes with base plate35 to 50 litersAbout ₱600 to ₱1,300
Local brands with base plate and backrest (for example HNJ, RXR)45 litersAbout ₱1,650
Branded plastic boxes on sale (for example MOKOTO)45 litersAbout ₱1,800
Lazada Philippines listings checked on November 1, 2026. Marketplace prices and discounts change often.

This is the price range most daily riders will look at first, and for carrying a rain jacket, documents or a helmet around town, a box like this can do the job. What I noticed, though, is how many listings make big promises, like “20 years without damage” or “a hammer can’t break it.” I would not take those at face value. Before buying, I would read the reviews with photos, check whether the base plate is metal or plastic, test the lock and hinges, and look for a stated maximum load.

A practical box does not need a famous logo. It needs a solid plate, a lock that closes properly and the right size for your helmet.

04 / MID-TIER PICKS

Mid-tier top boxes: known brands from about ₱3,000

From around ₱3,000, you start seeing better-known names, sturdier locks and more detailed specifications. On Lazada, a SEC Monster 45L box with a metal plate was listed at ₱3,099 and a DEKES aluminum box at ₱3,399. In shops, the Kappa K-Box and GIVI Ultimo are both described as fitting one modular helmet, and the GIVI Matterhorn adds an aluminum finish.

05 / PREMIUM PICKS

Premium top boxes: Monokey, aerodynamics and adventure cases

This is where the prices really surprised me. Premium boxes focus on two-helmet space, stability at higher speeds, bigger loads and touring. The V49 Air, for example, was developed in a wind tunnel to reduce vibration and noise, according to GIVI. The aluminum Trekker Outback is built for adventure and off-road travel. These features make sense for long rides, but they are more than most city commuters will need.

06 / BEFORE YOU BUY

A quick checklist before buying a top box

  • Is it a ready-made box designed for motorcycles? If it is custom-made, plan to register it with the LTO.
  • Does it fit your helmet? Bring the helmet or check its size with the seller.
  • What is the maximum load of the box, and of your rear rack?
  • Monolock or Monokey, and is the plate, bracket or rack for your model included?
  • Does it block your side mirrors or stick out too far?
  • Is the lock sturdy, and are spare keys or lock cylinders available?
  • Will you carry a passenger? A top box with a backrest makes the ride more comfortable for them. Some boxes include one, like the GIVI Ultimo U37A, while others sell it separately, like the V49 Air backrest listed at ₱3,990.

FREQUENTLY ASKED QUESTIONS

Is a top box legal in the Philippines?

Yes. Ready-made top boxes designed for motorcycles, securely attached and holding no more than two full-face helmets are generally exempt from LTO registration. Custom-made boxes must be registered.

How much is the fine for an unregistered top box?

The reported penalty for an unregistered or non-compliant custom top box is ₱5,000. Registration for custom boxes became free in January 2026.

Does a top box need an ICC sticker?

No. The DTI has said motorcycle top boxes and saddle bags are not covered by its mandatory product certification.

What size top box fits a full-face helmet?

Around 37 to 39 liters usually fits one helmet, and 45 to 49 liters is often described as fitting two. Helmet shape and size still matter, so check with the seller.

How much does a motorcycle top box cost in the Philippines?

Most practical plastic boxes on Lazada sell for about ₱600 to ₱1,800. Known mid-tier brands start around ₱3,000 to ₱8,500, and premium Monokey and aluminum cases cost ₱11,990 to ₱24,990, based on the listings checked for this guide.

What I enjoyed most about researching this was finding out how much of the story is about the rules and the mounting, not just the box. A cheap box on a solid rack can be more useful than an expensive one that does not fit your bike properly.
